Population Code

The retina does not care which ganglion cell carries which edge. Shuffle the optic nerve fibers — the brain still reads the vote. Orientation columns, color blobs, motion detectors: each neuron casts its ballot, the population decides. Permutation is noise; the signal is in the correlation structure, and correlation survives any relabeling.

But the corticospinal tract is not a parliament. Layer V pyramidal neurons do not vote on wrist extension. They fire in sequence, a domino chain of precise delays: shoulder before elbow, elbow before wrist, wrist before fingers. Shuffle the axons and the chain breaks — the signal was the order itself.

Vision is a histogram. Movement is a melody. Scramble the notes of a chord — the chord remains. Scramble the notes of a fugue — the music vanishes.
